The Kenya police Service needs a serious institutional & statutory radical surgery. On Thursday,the 15TH of March, 2018, at around 2:30 PM or thereabout, I received a call asking me to appear at Hardy Police Station, Karen. I told the caller, who just introduced herself as Emmy that I would make it at around 5 PM given my other engagement elsewhere.So at around 6 PM I checked-in,and after the brief introduction with a lady at the front desk, who actually confirmed having called me, she asked me to wait in the adjacent office as I would be attended to. EVER HEARD OF A GOVERNMENT UNDER INTENSIVE CARE UNIT (I. C. WAGE BILL. In Nyamira County currently  the wagebill stands at 65% way up from the recommended 35%. On this budget, Development takes a percentage of 30 and the recurrent expenditure takes a portion of 5% only. The problem of wagebill has been brought about by the excess staff and irregular hiring ongoing in the county. For instance this county in it's 4 sub-counties it has close to 4500 employees compared to it's neighbor Kisii County which has around 3000 in its 9 sub-counties. The Kisii Teaching and Referral Hospital, KTRH is on the spot once again. Despite the County government of Kisii working so hard to install the most sophisticated and modern facilities at the hospital it's shocking that the facility is still offering 3rd class services to its clients. On a personal account I've encountered several challenges whenever I visit the hospital to seek services. I attribute the challenges in the hospital to a lazy and incompetent staff. Though it's fare to note that there is a small portion of staff who are dedicated and doing their work as required. These are some few cases I've encountered in the hospital and I know that many others are happening! Kalenjins have been in government for atleast 45yrs since independence. The only time they were partially in opposition is during Kibaki's 10yr tenure. But let's tell each other the truth. Moi was in government for 24yrs but his Baringo backyard is the poorest and unsafest place in Kenya.
